The Tennessee Valley Authority (TVA), the nation’s largest public power utility, soon may be operating with only two board - without Senate confirmations - at a time that the agency is wanting to assist the Biden administration's decarbonization goals. Currently, there are five of nine - which make a quorum - but it's at a time TVA is considering weighing a low-carbon future that includes advanced nuclear reactors and replacing coal with natural gas.
