A band of 19 House conservatives tanked a procedural vote to advance an appropriations bill on Nov. 15, underscoring the problems the GOP is having in the government funding process.
After the failed procedural vote, the office of House Majority Whip Tom Emmer (R-Minn.) announced that no additional votes would be expected in the House until Nov. 28. The chamber was initially scheduled to hold another vote series Wednesday afternoon. (The Hill 11/15/23)
The tanked a procedural vote - referred to as a rule vote - has traditionally passed along party lines regardless of support or opposition to the bill’s rule.
House conservatives, however, have broken that precedent multiple times this year.
WASHINGTON - A bipartisan U.S. House voted overwhelmingly on Nov. 14 (336-95) to prevent a government shutdown after Republican Speaker Mike Johnson was forced to reach across the aisle to Democrats when hard-right conservatives revolted (93 GOP members voted against the bill).
Johnson’s proposal is to temporarily fund the government into the new year. It was the first time the new speaker had to force vital legislation through the House, and he showed a willingness to leave his right-flank Republicans behind.

Biden, XI to meet in Cali
Presidents Joe Biden and Xi Jinping are in California for the annual Asia-Pacific Economic Cooperation forum and will hold one-on-one talks at Filoli Estate, a country house about 25 miles south of San Francisco, three senior administration officials said.
