The New Orleans City Council has made a list of changes to the city's rules governing Mardi Gras - most modifications are minor, but where Carnival customs are concerned nothing is unimportant. The changes to the city code, approved by council members on Sept. 7 now require the mayor's consent before going into effect. With an up-tick OK, rules will be modified related to certain throws, a long-discussed cap on parades and other issues governing the public aspects of Carnival.
